    自十四屆三(san)中全會(hui)(hui)提出國(guo)有企業改革的目(mu)標是(shi)建(jian)立現(xian)代企業制(zhi)(zhi)度以來,“三(san)會(hui)(hui)一層(ceng)”(股東會(hui)(hui)、董事會(hui)(hui)、監事會(hui)(hui)、經(jing)理層(ceng))的公(gong)司治理結構在我國(guo)國(guo)有企業已普遍建(jian)立。但在已建(jian)立了(le)現(xian)代企業制(zhi)(zhi)度的部(bu)分(fen)國(guo)有企業中仍存在兩個普遍性的大問題。
