一、把堅持中國(guo)特色社(she)會主義基本經濟制度作為(wei)維護中央企業黨員(yuan)隊(dui)伍思想純潔的重要內容,強(qiang)化理想信念不動搖
(一)立(li)足國(guo)資監管實際(ji),找準保(bao)持思想(xiang)(xiang)純潔的(de)(de)(de)切入點。當前,中央企(qi)業(ye)黨員干部(bu)堅(jian)定(ding)理(li)(li)想(xiang)(xiang)信念(nian),要把堅(jian)定(ding)社會主(zhu)(zhu)(zhu)義(yi)(yi)共(gong)同理(li)(li)想(xiang)(xiang)信念(nian)與模范堅(jian)持社會主(zhu)(zhu)(zhu)義(yi)(yi)基(ji)本經(jing)濟(ji)(ji)制(zhi)(zhi)(zhi)度的(de)(de)(de)實際(ji)行(xing)動(dong)統一起(qi)來,自覺劃清社會主(zhu)(zhu)(zhu)義(yi)(yi)公(gong)(gong)有(you)制(zhi)(zhi)(zhi)為(wei)主(zhu)(zhu)(zhu)體、多種所(suo)有(you)制(zhi)(zhi)(zhi)經(jing)濟(ji)(ji)共(gong)同發展(zhan)的(de)(de)(de)基(ji)本經(jing)濟(ji)(ji)制(zhi)(zhi)(zhi)度同私有(you)化和單一公(gong)(gong)有(you)制(zhi)(zhi)(zhi)的(de)(de)(de)界限,通過(guo)扎扎實實的(de)(de)(de)工作,使理(li)(li)想(xiang)(xiang)信念(nian)轉化為(wei)鞏固和發展(zhan)國(guo)有(you)經(jing)濟(ji)(ji)的(de)(de)(de)行(xing)動(dong)實踐。
(二)加(jia)強(qiang)黨(dang)(dang)性黨(dang)(dang)風(feng)黨(dang)(dang)紀教(jiao)育(yu),確保(bao)“三個不動搖(yao)”。一是大力加(jia)強(qiang)黨(dang)(dang)性教(jiao)育(yu),確保(bao)堅(jian)持(chi)社(she)會主義基本經(jing)濟制度(du)的(de)信念不動搖(yao)。二是大力加(jia)強(qiang)黨(dang)(dang)風(feng)教(jiao)育(yu),督促黨(dang)(dang)員干(gan)部(bu)加(jia)強(qiang)作風(feng)修養(yang),確保(bao)堅(jian)持(chi)以人為本、執政為民(min)的(de)理念不動搖(yao)。三是加(jia)強(qiang)黨(dang)(dang)紀教(jiao)育(yu),嚴格執行(xing)廉潔(jie)從業(ye)規(gui)定(ding)和各項監督制度(du),確保(bao)堅(jian)持(chi)廉潔(jie)從業(ye)不動搖(yao)。
(三)嚴明黨(dang)(dang)(dang)的(de)紀律,保(bao)證中(zhong)央(yang)的(de)路線方針政策在企(qi)業落(luo)(luo)地生根。一是(shi)督(du)促(cu)落(luo)(luo)實(shi)(shi)(shi)好(hao)(hao)黨(dang)(dang)(dang)中(zhong)央(yang)、國(guo)務院,以及國(guo)資(zi)委(wei)(wei)的(de)各項重(zhong)大決策部署。切(qie)實(shi)(shi)(shi)加強對中(zhong)央(yang)重(zhong)大決策部署貫(guan)徹落(luo)(luo)實(shi)(shi)(shi)情況的(de)監督(du)檢查(cha),推動企(qi)業履行好(hao)(hao)承(cheng)擔(dan)的(de)經(jing)濟(ji)責任、政治責任和社(she)會責任。二(er)是(shi)督(du)促(cu)落(luo)(luo)實(shi)(shi)(shi)好(hao)(hao)國(guo)資(zi)委(wei)(wei)各項監管措(cuo)施(shi)。引導(dao)黨(dang)(dang)(dang)員干部始終(zhong)堅持(chi)國(guo)有企(qi)業科學發展的(de)正確方向,充分認識(shi)黨(dang)(dang)(dang)對國(guo)有企(qi)業的(de)政治核心作(zuo)用,確保(bao)政令暢通(tong)。三是(shi)督(du)促(cu)落(luo)(luo)實(shi)(shi)(shi)好(hao)(hao)企(qi)業“十二(er)五(wu)”發展規(gui)劃(hua)。按照(zhao)“管理提升年(nian)”的(de)要(yao)求,督(du)促(cu)完善措(cuo)施(shi),狠抓落(luo)(luo)實(shi)(shi)(shi),特別是(shi)要(yao)促(cu)進(jin)風險管控,著力(li)做(zuo)好(hao)(hao)投資(zi)、產(chan)權、財務、境外資(zi)產(chan)、資(zi)本運營、物資(zi)采購、招(zhao)標投標和選人用人等領域和關鍵環節的(de)廉潔(jie)風險排查(cha)、識(shi)別、評(ping)估和防控工作(zuo),全面推進(jin)做(zuo)強做(zuo)優(you)。
二(er)、把規范權力運行作為(wei)維護中(zhong)央企業(ye)黨員(yuan)隊(dui)伍(wu)純(chun)潔的(de)重要手段,強化(hua)對黨員(yuan)干部(bu)的(de)監(jian)督管理
堅強有(you)(you)力的黨(dang)組織和(he)黨(dang)員干部(bu)隊(dui)(dui)伍在(zai)搞好國有(you)(you)企(qi)(qi)業(ye)中發揮著骨干作用(yong),是促進黨(dang)的政治優勢(shi)轉(zhuan)變(bian)為(wei)(wei)企(qi)(qi)業(ye)核心(xin)競爭力的重要力量。維護(hu)中央企(qi)(qi)業(ye)黨(dang)員干部(bu)隊(dui)(dui)伍純潔,關(guan)鍵是用(yong)制(zhi)度規范行為(wei)(wei),把監(jian)督貫穿于(yu)選人(ren)(ren)用(yong)人(ren)(ren)、權力運用(yong)和(he)干部(bu)管理的全過(guo)程(cheng)。
(一(yi))嚴(yan)格把好選(xuan)人(ren)(ren)用人(ren)(ren)關。一(yi)是(shi)(shi)把監(jian)督貫穿于(yu)選(xuan)拔(ba)(ba)任用中(zhong)(zhong)。嚴(yan)格執(zhi)行組織人(ren)(ren)事工作紀律,弘揚選(xuan)人(ren)(ren)用人(ren)(ren)的(de)(de)良好風氣,保證把德(de)才兼(jian)備的(de)(de)優秀(xiu)人(ren)(ren)才選(xuan)到國有企(qi)業中(zhong)(zhong),維護隊伍的(de)(de)純潔性(xing)。二是(shi)(shi)把監(jian)督貫穿于(yu)競爭性(xing)選(xuan)拔(ba)(ba)中(zhong)(zhong)。進一(yi)步完善(shan)市(shi)場化選(xuan)人(ren)(ren)用人(ren)(ren)機制,增強選(xuan)拔(ba)(ba)過程的(de)(de)公開(kai)透明,不(bu)斷提(ti)高(gao)選(xuan)人(ren)(ren)用人(ren)(ren)公信(xin)(xin)度,把優秀(xiu)人(ren)(ren)才引進到國有企(qi)業中(zhong)(zhong),優化干部隊伍的(de)(de)結(jie)構和(he)素質(zhi)。三是(shi)(shi)把監(jian)督貫徹于(yu)日常性(xing)管(guan)理中(zhong)(zhong)。完善(shan)企(qi)業領(ling)導(dao)人(ren)(ren)員考核評價、教育培養、監(jian)督管(guan)理的(de)(de)制度,加(jia)強對企(qi)業領(ling)導(dao)班子的(de)(de)監(jian)督管(guan)理,防止黨員干部理想信(xin)(xin)念動搖、蛻(tui)化變質(zhi)。
(二)嚴(yan)格把好權力運行(xing)關。一是創新權力制衡(heng)體(ti)制。繼續(xu)深化公司制股(gu)份制改革(ge),加快推進規范董事(shi)會建設步(bu)伐,探(tan)索黨組(zu)織參(can)與決策(ce)、帶頭執行(xing)、有(you)效(xiao)監督的(de)(de)途徑(jing)和(he)方法(fa),實(shi)現黨組(zu)織的(de)(de)政(zheng)治核(he)心(xin)作(zuo)用、職工民主管(guan)理與現代企業(ye)制度(du)相結合,形成權責明確、有(you)效(xiao)制衡(heng)、運轉協調的(de)(de)治理結構和(he)機(ji)制。二是完善(shan)(shan)權力運行(xing)機(ji)制。進一步(bu)完善(shan)(shan)企業(ye)“三重一大”決策(ce)的(de)(de)議(yi)事(shi)規則(ze)和(he)工作(zuo)機(ji)制,優化內部控制流程,健全(quan)全(quan)面風(feng)險管(guan)理體(ti)系,防范腐敗行(xing)為的(de)(de)發生。
(三)嚴(yan)格把好清退處(chu)理(li)關。一(yi)是(shi)嚴(yan)肅(su)查(cha)辦(ban)(ban)案(an)件(jian)。加大(da)查(cha)辦(ban)(ban)案(an)件(jian)力度(du),對(dui)于(yu)不純潔的(de)黨員(yuan)干(gan)部(bu),堅決予以懲處(chu),維護隊(dui)伍(wu)純潔。二是(shi)加強責(ze)任(ren)追(zhui)究。督促企業健全經(jing)營管理(li)責(ze)任(ren)、風(feng)險(xian)控制(zhi)責(ze)任(ren)、黨紀責(ze)任(ren)、領導(dao)干(gan)部(bu)問責(ze)和法律責(ze)任(ren)等相互銜接(jie)的(de)責(ze)任(ren)追(zhui)究機(ji)制(zhi),健全與司法機(ji)關、行政執(zhi)法機(ji)關、金(jin)融(rong)監管部(bu)門的(de)溝(gou)通(tong)協調機(ji)制(zhi),嚴(yan)肅(su)追(zhui)究造成(cheng)國有資產(chan)重大(da)損失的(de)責(ze)任(ren)主體。三是(shi)增強治(zhi)本(ben)功能。把查(cha)辦(ban)(ban)案(an)件(jian)與警示教育、完善制(zhi)度(du)有機(ji)結合,探(tan)索建立“職位禁入”等有效(xiao)防治(zhi)措施(shi),實現查(cha)辦(ban)(ban)案(an)件(jian)政治(zhi)效(xiao)果(guo)、社會(hui)效(xiao)果(guo)、法紀效(xiao)果(guo)和經(jing)濟(ji)效(xiao)果(guo)的(de)有機(ji)統一(yi)。
三、把解決職工群眾(zhong)反映強烈的(de)突(tu)出(chu)問題作(zuo)為(wei)維護中(zhong)央企業黨員(yuan)隊(dui)伍(wu)作(zuo)風(feng)純潔的(de)基本要求,強化維護職工群眾(zhong)權益(yi)的(de)實效
國有企業(ye)(ye)是實現好、維護好、發展(zhan)好最廣(guang)大人民根本利(li)益(yi)的(de)重要經濟基礎。做(zuo)強(qiang)做(zuo)優中央企業(ye)(ye),直接關系(xi)到廣(guang)大職工(gong)(gong)群(qun)眾(zhong)的(de)切身利(li)益(yi)。維護中央企業(ye)(ye)黨員(yuan)、干部(bu)作風純(chun)潔,關鍵是把(ba)以(yi)人為(wei)本、執(zhi)政(zheng)為(wei)民落實到反(fan)腐倡廉建設中,著(zhu)力(li)解決職工(gong)(gong)群(qun)眾(zhong)反(fan)映強(qiang)烈(lie)的(de)突出問題和事關職工(gong)(gong)群(qun)眾(zhong)利(li)益(yi)的(de)問題,一點一滴地增強(qiang)黨與人民群(qun)眾(zhong)的(de)血肉聯系(xi)。
(一)監督(du)檢查黨維(wei)護職(zhi)(zhi)(zhi)工(gong)(gong)權(quan)益(yi)(yi)政策的(de)貫徹執行。一是督(du)促(cu)保(bao)(bao)障和改(gai)(gai)善(shan)民生政策的(de)落實。在(zai)推進分(fen)離企(qi)業(ye)(ye)(ye)辦(ban)社會職(zhi)(zhi)(zhi)能改(gai)(gai)革中,妥(tuo)善(shan)解決廠辦(ban)大集體、內(nei)退(tui)職(zhi)(zhi)(zhi)工(gong)(gong)再就(jiu)業(ye)(ye)(ye)、企(qi)業(ye)(ye)(ye)辦(ban)學校退(tui)休教師(shi)待遇、職(zhi)(zhi)(zhi)工(gong)(gong)社保(bao)(bao)、拖欠(qian)工(gong)(gong)資等歷史遺留(liu)問題,促(cu)進企(qi)業(ye)(ye)(ye)和諧(xie)穩定(ding)。二是督(du)促(cu)完(wan)善(shan)分(fen)配制(zhi)(zhi)度。堅持職(zhi)(zhi)(zhi)工(gong)(gong)薪(xin)酬(chou)水平同效益(yi)(yi)水平掛鉤,完(wan)善(shan)職(zhi)(zhi)(zhi)工(gong)(gong)收(shou)入分(fen)配調(diao)控機制(zhi)(zhi),保(bao)(bao)障職(zhi)(zhi)(zhi)工(gong)(gong)群眾共(gong)享改(gai)(gai)革發(fa)展成果。三是督(du)促(cu)維(wei)護職(zhi)(zhi)(zhi)工(gong)(gong)權(quan)益(yi)(yi)政策措施的(de)落實。完(wan)善(shan)企(qi)業(ye)(ye)(ye)改(gai)(gai)制(zhi)(zhi)重組、兼并(bing)破(po)產(chan)、主輔分(fen)離等重大事項社會穩定(ding)風險評估(gu)機制(zhi)(zhi),檢查改(gai)(gai)革方案中的(de)維(wei)護職(zhi)(zhi)(zhi)工(gong)(gong)權(quan)益(yi)(yi)的(de)政策落實情況(kuang),保(bao)(bao)證(zheng)職(zhi)(zhi)(zhi)工(gong)(gong)群眾的(de)合法利益(yi)(yi)不(bu)受侵犯,從源頭上預防和減少不(bu)穩定(ding)事件的(de)發(fa)生。
(二(er))著(zhu)力解(jie)決(jue)(jue)(jue)反(fan)腐倡廉建(jian)設(she)中職(zhi)(zhi)(zhi)(zhi)工(gong)(gong)(gong)群眾(zhong)反(fan)映強(qiang)(qiang)烈(lie)的突出(chu)(chu)(chu)問(wen)(wen)題(ti)。一(yi)是(shi)(shi)堅決(jue)(jue)(jue)糾正黨員干部脫離(li)職(zhi)(zhi)(zhi)(zhi)工(gong)(gong)(gong)群眾(zhong)、對(dui)職(zhi)(zhi)(zhi)(zhi)工(gong)(gong)(gong)利(li)益漠不關心(xin)、對(dui)職(zhi)(zhi)(zhi)(zhi)工(gong)(gong)(gong)意見(jian)敷衍(yan)了事等(deng)問(wen)(wen)題(ti),加(jia)強(qiang)(qiang)作(zuo)風(feng)建(jian)設(she),努力爭取職(zhi)(zhi)(zhi)(zhi)工(gong)(gong)(gong)群眾(zhong)的理解(jie)與支持。二(er)是(shi)(shi)切實解(jie)決(jue)(jue)(jue)對(dui)企業主(zhu)要負責人監(jian)督(du)管理難的問(wen)(wen)題(ti),加(jia)強(qiang)(qiang)黨內監(jian)督(du)、出(chu)(chu)(chu)資人監(jian)督(du)和職(zhi)(zhi)(zhi)(zhi)工(gong)(gong)(gong)群眾(zhong)的民主(zhu)監(jian)督(du)。三(san)是(shi)(shi)進一(yi)步規范薪酬(chou)管理、兼職(zhi)(zhi)(zhi)(zhi)取酬(chou)、股權激勵(li)和職(zhi)(zhi)(zhi)(zhi)務(wu)消費等(deng)問(wen)(wen)題(ti),堅決(jue)(jue)(jue)糾正違規收(shou)受禮(li)金、有(you)價(jia)證(zheng)券、支付(fu)憑(ping)證(zheng)、商業預付(fu)卡等(deng)行(xing)為,治(zhi)理違規建(jian)房(fang)(fang)或多占住(zhu)房(fang)(fang)、買賣和出(chu)(chu)(chu)租經濟適(shi)用(yong)房(fang)(fang)或廉租住(zhu)房(fang)(fang)等(deng)保障(zhang)性住(zhu)房(fang)(fang)問(wen)(wen)題(ti)。四是(shi)(shi)深入推進工(gong)(gong)(gong)程(cheng)建(jian)設(she)領域突出(chu)(chu)(chu)問(wen)(wen)題(ti)、“小金庫”、公(gong)務(wu)用(yong)車等(deng)的專項治(zhi)理。
(三)建立健全維(wei)護(hu)職(zhi)(zhi)工(gong)(gong)群(qun)眾權益的(de)(de)(de)長效(xiao)機制(zhi)(zhi)。一是(shi)貫徹(che)落實黨的(de)(de)(de)群(qun)眾路線。督(du)促黨員干部深入群(qun)眾、深入基層,問計于民(min)、問需于民(min),充分調動(dong)職(zhi)(zhi)工(gong)(gong)群(qun)眾推(tui)動(dong)企(qi)業改革(ge)發展的(de)(de)(de)積極性和(he)創造(zao)性。二是(shi)完善職(zhi)(zhi)工(gong)(gong)民(min)主管理機制(zhi)(zhi)。建立完善職(zhi)(zhi)工(gong)(gong)代表大會、職(zhi)(zhi)工(gong)(gong)董事、職(zhi)(zhi)工(gong)(gong)監事等制(zhi)(zhi)度(du),推(tui)進廠(chang)務(wu)、黨務(wu)、企(qi)務(wu)公開,嚴(yan)格執行企(qi)業招待費等向職(zhi)(zhi)代會報告制(zhi)(zhi)度(du)。三是(shi)完善職(zhi)(zhi)工(gong)(gong)維(wei)權機制(zhi)(zhi)。建立完善和(he)諧勞動(dong)關系的(de)(de)(de)利益協調、訴(su)求表達、矛盾調處和(he)職(zhi)(zhi)工(gong)(gong)權益保障機制(zhi)(zhi),在企(qi)業營造(zao)和(he)諧穩定的(de)(de)(de)發展環(huan)境和(he)氛圍。
四、把(ba)嚴格落實(shi)廉(lian)潔從業規定(ding)作為維護中央企業黨員隊伍清正廉(lian)潔的基本標準,強化企業廉(lian)潔風險防控
保持(chi)(chi)黨員干部(bu)清正廉潔是保持(chi)(chi)黨的純(chun)潔性的必然(ran)要(yao)求。維護(hu)中(zhong)央企業(ye)黨員干部(bu)清正廉潔,關(guan)鍵(jian)是把懲治(zhi)和預防(fang)腐(fu)敗體(ti)系建設植于企業(ye)內部(bu)控制和風險(xian)管(guan)理制度之內、融入企業(ye)經(jing)營管(guan)理體(ti)系之中(zhong),有(you)效預防(fang)和減(jian)少腐(fu)敗行(xing)為發生。
(一(yi))抓好企(qi)業(ye)(ye)廉(lian)潔(jie)(jie)(jie)文(wen)化(hua)(hua)建設(she)。一(yi)是把廉(lian)潔(jie)(jie)(jie)文(wen)化(hua)(hua)建設(she)融入企(qi)業(ye)(ye)文(wen)化(hua)(hua)建設(she)。結合(he)貫徹落實黨的(de)十七(qi)屆六中(zhong)全會精神(shen),進一(yi)步整合(he)利(li)用(yong)企(qi)業(ye)(ye)文(wen)化(hua)(hua)資源(yuan),提煉、樹立企(qi)業(ye)(ye)廉(lian)潔(jie)(jie)(jie)文(wen)化(hua)(hua)理念(nian)(nian),加(jia)強廉(lian)潔(jie)(jie)(jie)文(wen)化(hua)(hua)陣地建設(she)。二(er)是發揮先進典型的(de)示范帶動(dong)(dong)作用(yong)。大(da)力(li)宣傳中(zhong)央企(qi)業(ye)(ye)中(zhong)的(de)典型事(shi)跡(ji)和(he)先進人(ren)物(wu),深入開展向(xiang)郭(guo)明義、陳超英等(deng)先進人(ren)物(wu)的(de)學習(xi)活(huo)動(dong)(dong),引導(dao)企(qi)業(ye)(ye)黨員干部牢(lao)固(gu)樹立秉公用(yong)權、廉(lian)潔(jie)(jie)(jie)從業(ye)(ye)的(de)價(jia)值理念(nian)(nian),培育廣(guang)大(da)職工愛崗敬(jing)業(ye)(ye)、誠實守(shou)信的(de)道德觀念(nian)(nian)。三是廣(guang)泛開展企(qi)業(ye)(ye)廉(lian)潔(jie)(jie)(jie)文(wen)化(hua)(hua)創(chuang)建活(huo)動(dong)(dong)。增(zeng)強廉(lian)潔(jie)(jie)(jie)文(wen)化(hua)(hua)的(de)吸(xi)引力(li)、感(gan)染力(li)和(he)影(ying)響力(li),為廉(lian)潔(jie)(jie)(jie)從業(ye)(ye)營造良好的(de)環境。
(二(er))抓好廉(lian)潔(jie)(jie)風(feng)險防(fang)控(kong)(kong)(kong)工作。一是(shi)(shi)注(zhu)重(zhong)發(fa)(fa)揮國資監管(guan)優(you)勢(shi)(shi)。充分(fen)利用管(guan)資產與管(guan)人(ren)、管(guan)事相(xiang)結合的體制優(you)勢(shi)(shi),將廉(lian)潔(jie)(jie)風(feng)險防(fang)控(kong)(kong)(kong)納(na)入(ru)(ru)頂層設(she)計(ji)和(he)年度(du)部署(shu)、列入(ru)(ru)議事日程,與戰略目標相(xiang)銜接、與改革(ge)措施相(xiang)配套;健(jian)全出資人(ren)監督與黨內監督、民主(zhu)監督相(xiang)結合的協調(diao)機制,切實形成全員(yuan)、全過程、全方位(wei)的防(fang)控(kong)(kong)(kong)工作格局。二(er)是(shi)(shi)注(zhu)重(zhong)發(fa)(fa)揮企業管(guan)理(li)優(you)勢(shi)(shi)。充分(fen)利用企業全面風(feng)險管(guan)理(li)平臺(tai),把(ba)廉(lian)潔(jie)(jie)風(feng)險防(fang)控(kong)(kong)(kong)納(na)入(ru)(ru)企業風(feng)險管(guan)理(li),圍繞重(zhong)要領(ling)域和(he)關鍵環節,加大重(zhong)點防(fang)控(kong)(kong)(kong)力度(du),豐(feng)富和(he)強化企業內控(kong)(kong)(kong)手段。三是(shi)(shi)注(zhu)重(zhong)發(fa)(fa)揮信息技(ji)術優(you)勢(shi)(shi)。充分(fen)運用企業管(guan)理(li)的信息平臺(tai),把(ba)科(ke)技(ji)手段融入(ru)(ru)廉(lian)潔(jie)(jie)風(feng)險防(fang)控(kong)(kong)(kong)、規范權力運行的制度(du)設(she)計(ji)和(he)管(guan)理(li)流(liu)程之中,提高廉(lian)潔(jie)(jie)風(feng)險防(fang)控(kong)(kong)(kong)工作的科(ke)學化水(shui)平,保證廉(lian)潔(jie)(jie)從業制度(du)執(zhi)行到位(wei)。
(三(san))監督(du)檢查廉(lian)潔(jie)從(cong)業(ye)(ye)規(gui)定的執(zhi)行。一是(shi)檢查督(du)促(cu)企業(ye)(ye)領(ling)(ling)導(dao)(dao)人(ren)員嚴(yan)格執(zhi)行廉(lian)潔(jie)談話、述廉(lian)議廉(lian)、個人(ren)事項報告等制(zhi)度,加(jia)強(qiang)對(dui)配偶(ou)子女均已移(yi)居國(境(jing))外(wai)的企業(ye)(ye)領(ling)(ling)導(dao)(dao)人(ren)員的管理,落實離(li)職、退(離(li))休后(hou)從(cong)業(ye)(ye)規(gui)定。二(er)是(shi)加(jia)強(qiang)對(dui)企業(ye)(ye)領(ling)(ling)導(dao)(dao)班(ban)子的巡視(shi)監督(du)。完善和創新巡視(shi)機(ji)制(zhi)制(zhi)度,健全協(xie)調機(ji)制(zhi),強(qiang)化成果運用,在(zai)發(fa)現問題(ti)和推動解決突出(chu)問題(ti)上下功(gong)夫,促(cu)進(jin)整改工作落實。三(san)是(shi)繼(ji)續開(kai)展(zhan)綜合考核評價(jia)。加(jia)強(qiang)責(ze)任制(zhi)考核監督(du),大力推進(jin)經濟責(ze)任審計,促(cu)進(jin)廉(lian)潔(jie)從(cong)業(ye)(ye)規(gui)定的落實。
五、把加強紀檢(jian)監(jian)察隊伍(wu)自身建(jian)設作為維護中(zhong)央(yang)企業黨員隊伍(wu)純潔性的重要保證(zheng),提(ti)升履職水平
維護黨的純(chun)潔(jie)性,紀(ji)檢監察(cha)機構(gou)肩負著重大責(ze)任,關(guan)鍵是加強中央(yang)企(qi)業紀(ji)檢監察(cha)隊(dui)伍建設,全面提高履職能力,為保(bao)持黨的純(chun)潔(jie)性提供組(zu)織(zhi)保(bao)證。
(一(yi)(yi))創新監(jian)(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)體(ti)制(zhi)。一(yi)(yi)方(fang)面,在企(qi)(qi)業(ye)黨委(黨組)統(tong)一(yi)(yi)領導(dao)下,逐步建立(li)由紀委(紀檢組)牽(qian)頭,監(jian)(jian)(jian)(jian)(jian)(jian)事會、監(jian)(jian)(jian)(jian)(jian)(jian)察、巡(xun)視(shi)、審計等部門參加(jia)的(de)監(jian)(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)工作協(xie)調性機構或聯席會議(yi)制(zhi)度(du),并(bing)與出(chu)資(zi)人監(jian)(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)、企(qi)(qi)業(ye)外部監(jian)(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)有機結合,形成(cheng)內外結合、優勢(shi)互(hu)補、資(zi)源共(gong)享的(de)全方(fang)位(wei)、全過程的(de)“多維一(yi)(yi)體(ti)”大監(jian)(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)格局,增強監(jian)(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)合力。另一(yi)(yi)方(fang)面,總(zong)結推廣垂直監(jian)(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)、派出(chu)監(jian)(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)和區域(yu)監(jian)(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)等做法(fa),完善企(qi)(qi)業(ye)監(jian)(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)體(ti)制(zhi)機制(zhi),降低監(jian)(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)成(cheng)本(ben),強化對權力運(yun)行的(de)約束。
(二(er))健全協調(diao)機(ji)制。一是(shi)在企業(ye)紀(ji)委(wei)內部(bu),加(jia)強綜合性部(bu)門(men)與(yu)辦案部(bu)門(men)的協調(diao)。二(er)是(shi)在企業(ye)紀(ji)委(wei)與(yu)其他業(ye)務部(bu)門(men)之間(jian)(jian),完(wan)善(shan)經常(chang)性的工(gong)作溝通機(ji)制,豐富監督手段。三是(shi)在國資(zi)委(wei)紀(ji)委(wei)與(yu)中(zhong)央企業(ye)、中(zhong)央企業(ye)與(yu)所屬企業(ye)紀(ji)檢監察(cha)機(ji)構(gou)之間(jian)(jian),加(jia)強組(zu)織協調(diao),抓好(hao)規劃(hua)部(bu)署,明確階段目標,實(shi)施有(you)效指導,形成(cheng)上下聯動的監督格局。四(si)是(shi)在國資(zi)委(wei)、中(zhong)央企業(ye)與(yu)其他社會主體之間(jian)(jian),加(jia)強協調(diao),取(qu)得司(si)法機(ji)關、政府監管部(bu)門(men)對中(zhong)央企業(ye)改革發展(zhan)的理解(jie)支持,解(jie)決好(hao)集中(zhong)力量查(cha)辦大要案、構(gou)建誠信體系、營(ying)造良好(hao)輿論氛圍的問題,共同維(wei)護企業(ye)穩(wen)定發展(zhan)。
(三)提升(sheng)履(lv)職(zhi)能力。一是(shi)(shi)健全紀檢(jian)監(jian)(jian)察(cha)機構,把政治(zhi)素(su)質強、懂業(ye)務(wu)、會管理的人員(yuan)(yuan)配備、充實到紀檢(jian)監(jian)(jian)察(cha)隊(dui)伍中。二是(shi)(shi)組織紀檢(jian)監(jian)(jian)察(cha)人員(yuan)(yuan)學習黨(dang)的基本(ben)理論(lun),堅定政治(zhi)立場,嚴格(ge)遵(zun)守(shou)各項紀律。三是(shi)(shi)加(jia)強業(ye)務(wu)能力培訓,推(tui)進培訓規范(fan)化、專業(ye)化、長期化。四是(shi)(shi)加(jia)強管理監(jian)(jian)督(du)(du),督(du)(du)促紀檢(jian)監(jian)(jian)察(cha)人員(yuan)(yuan)以更(geng)高(gao)的標準要求(qiu)自己,樹立監(jian)(jian)督(du)(du)者更(geng)要接受監(jian)(jian)督(du)(du)的意識,保持密切聯(lian)系群眾(zhong)的良好(hao)作風,認真(zhen)履(lv)職(zhi),敢于監(jian)(jian)督(du)(du)、善(shan)于監(jian)(jian)督(du)(du)、有所作為,做黨(dang)的忠誠(cheng)衛(wei)士(shi)、當群眾(zhong)的貼心人。
