人民日報:別拿“國家資本主義”和中國說事
近來,有西方官員和學者爭(zheng)相指責中國(guo)推行“國(guo)家資(zi)(zi)本主(zhu)義(yi)”,稱中國(guo)支持(chi)國(guo)有企業(ye)壟斷資(zi)(zi)源、擠壓(ya)外資(zi)(zi)發展空間、進行不公(gong)平競(jing)爭(zheng),要求(qiu)限(xian)制中國(guo)國(guo)企進行跨國(guo)經營。這(zhe)種言論從根本上是站不住腳的。
首先,中(zhong)(zhong)(zhong)(zhong)國(guo)實(shi)行(xing)的(de)(de)(de)(de)不是(shi)(shi)“國(guo)家資(zi)(zi)本(ben)(ben)主義(yi)”,走(zou)的(de)(de)(de)(de)是(shi)(shi)中(zhong)(zhong)(zhong)(zhong)國(guo)特色(se)社會(hui)主義(yi)道路。中(zhong)(zhong)(zhong)(zhong)國(guo)實(shi)行(xing)的(de)(de)(de)(de)是(shi)(shi)以公有制為主體、多種所有制經(jing)(jing)濟共同(tong)發(fa)展(zhan)的(de)(de)(de)(de)基(ji)本(ben)(ben)經(jing)(jing)濟制度(du)。這種制度(du)符(fu)合中(zhong)(zhong)(zhong)(zhong)國(guo)基(ji)本(ben)(ben)國(guo)情,符(fu)合當前中(zhong)(zhong)(zhong)(zhong)國(guo)的(de)(de)(de)(de)發(fa)展(zhan)階段,符(fu)合中(zhong)(zhong)(zhong)(zhong)國(guo)老百姓(xing)的(de)(de)(de)(de)利益。一方面,國(guo)有經(jing)(jing)濟布局完整(zheng),運行(xing)健康,增強了政府宏觀調(diao)控能力,成(cheng)(cheng)為中(zhong)(zhong)(zhong)(zhong)國(guo)成(cheng)(cheng)功應對國(guo)際(ji)金融(rong)危(wei)機的(de)(de)(de)(de)優勢;另一方面,民(min)(min)(min)企等非公經(jing)(jing)濟成(cheng)(cheng)分大(da)(da)大(da)(da)提高了中(zhong)(zhong)(zhong)(zhong)國(guo)經(jing)(jing)濟活力,中(zhong)(zhong)(zhong)(zhong)國(guo)非公經(jing)(jing)濟發(fa)展(zhan)的(de)(de)(de)(de)條件(jian)不斷改(gai)(gai)善(shan)。從啟動國(guo)企股份制改(gai)(gai)革(ge),到幫助解決中(zhong)(zhong)(zhong)(zhong)小企業融(rong)資(zi)(zi)難(nan)問(wen)題,再(zai)到鼓(gu)勵和(he)引導(dao)民(min)(min)(min)間(jian)資(zi)(zi)本(ben)(ben)進入法律(lv)法規未明確禁止準入的(de)(de)(de)(de)行(xing)業和(he)領域,中(zhong)(zhong)(zhong)(zhong)國(guo)改(gai)(gai)革(ge)的(de)(de)(de)(de)思路在(zai)逐步深入,成(cheng)(cheng)效逐漸顯現。中(zhong)(zhong)(zhong)(zhong)國(guo)的(de)(de)(de)(de)市(shi)場經(jing)(jing)濟仍處于發(fa)展(zhan)成(cheng)(cheng)熟的(de)(de)(de)(de)過程中(zhong)(zhong)(zhong)(zhong),但可以肯定的(de)(de)(de)(de)是(shi)(shi),未來國(guo)資(zi)(zi)與(yu)民(min)(min)(min)資(zi)(zi)的(de)(de)(de)(de)關系將(jiang)更加(jia)協調(diao),發(fa)展(zhan)成(cheng)(cheng)果(guo)更能造福(fu)于民(min)(min)(min)。
其次,中(zhong)(zhong)(zhong)國不(bu)支持國內(nei)企(qi)業謀取壟斷利(li)益(yi)。中(zhong)(zhong)(zhong)國對外(wai)資一(yi)視同仁。中(zhong)(zhong)(zhong)國政府(fu)致力于(yu)營造公(gong)開、透明、公(gong)平的市場和法治環境(jing),加大知(zhi)識產(chan)權保護力度,越(yue)來越(yue)多外(wai)資把地區(qu)總部、研發中(zhong)(zhong)(zhong)心設在(zai)中(zhong)(zhong)(zhong)國。中(zhong)(zhong)(zhong)國市場開放水平不(bu)斷提高,“中(zhong)(zhong)(zhong)國市場”已成為(wei)跨國公(gong)司在(zai)華投資的首要決定因素。在(zai)華美國商會一(yi)項調查顯示,39%的美國企(qi)業認為(wei)在(zai)華利(li)潤率(lv)高于(yu)世界其他任何地方。對外(wai)貿易與(yu)合作方面(mian),中(zhong)(zhong)(zhong)國不(bu)刻意追求順(shun)差,中(zhong)(zhong)(zhong)國努力擴大進口,卻(que)受到某些國家(jia)出口管制的制約。中(zhong)(zhong)(zhong)國在(zai)履行加入世貿組(zu)織(zhi)承諾方面(mian)的表現不(bu)亞于(yu)一(yi)些發達國家(jia),甚至更出色(se)。中(zhong)(zhong)(zhong)國在(zai)核能(neng)、高鐵、航(hang)天、石化(hua)等關鍵領域積極開展(zhan)對外(wai)合作,一(yi)批民(min)企(qi)卻(que)被無(wu)端拒(ju)絕進入某些“自由國家(jia)”的某些非敏(min)感行業。
指責中(zhong)國(guo)(guo)(guo)(guo)搞“國(guo)(guo)(guo)(guo)家資本(ben)主義”、要求限制中(zhong)國(guo)(guo)(guo)(guo)國(guo)(guo)(guo)(guo)企(qi),反(fan)映(ying)了國(guo)(guo)(guo)(guo)際上有一部分人仍(reng)不愿(yuan)接受中(zhong)國(guo)(guo)(guo)(guo)等新興市場(chang)國(guo)(guo)(guo)(guo)家和發展中(zhong)國(guo)(guo)(guo)(guo)家經(jing)濟(ji)整體競爭力(li)大幅提升這個事實,企(qi)圖(tu)通過(guo)潑冷(leng)水、扣帽(mao)子、下套子為中(zhong)國(guo)(guo)(guo)(guo)發展設置(zhi)障礙。但他(ta)們忽(hu)視了關鍵一點,那就(jiu)是中(zhong)國(guo)(guo)(guo)(guo)的(de)(de)發展是世(shi)(shi)(shi)(shi)界發展的(de)(de)重要動(dong)(dong)力(li),中(zhong)國(guo)(guo)(guo)(guo)每年以超(chao)過(guo)20%的(de)(de)貢獻(xian)率(lv)拉動(dong)(dong)世(shi)(shi)(shi)(shi)界經(jing)濟(ji)增長,預計未來幾年內,中(zhong)國(guo)(guo)(guo)(guo)的(de)(de)進口總量(liang)將(jiang)成為世(shi)(shi)(shi)(shi)界第一,消費品市場(chang)規模將(jiang)達到5萬億美(mei)元,每年對外投資將(jiang)超(chao)過(guo)1000億美(mei)元。缺少了“中(zhong)國(guo)(guo)(guo)(guo)動(dong)(dong)力(li)”,世(shi)(shi)(shi)(shi)界經(jing)濟(ji)列車也跑(pao)不快。通過(guo)炒作“國(guo)(guo)(guo)(guo)家資本(ben)主義”限制中(zhong)國(guo)(guo)(guo)(guo)發展的(de)(de)做法(fa)既害(hai)人、又害(hai)己(ji),注定是難以得逞(cheng)的(de)(de)。 (本(ben)文章摘自4月27日(ri)《人民日(ri)報》)
